Multilingual installers in 2.0

hi!

In m125 it is not possible to make multilingual installers:

in instsetoo_native/util:

[gkocur@johnnie util]$ dmake openoffice_pl_en-US
dmake:  Error -- Don't know how to make `openoffice_pl_en-US'
'---* tg_merge.mk *---'
[gkocur@johnnie util]$

This worked fine in m122.

is this a bug?
