You are not providing any info if you want to build with cygwin tools
or 4nt. See <http://tools.openoffice.org#Build>.
I suspect you wanted to use cygwin tools but you forgot the
  --with-use-shell=tcsh
switch. (Yes, this changed from 1.1.x to the 1.9.x series, now
tcsh is the default. But it is mentioned in the build instructions.)

Or you wanted to use 4nt but you failed to provide the native Windows
zip version.

You don't need to worry about failures in the configure log, configure will
complain (as it did in the second case) if something is missing.
