How about arranging a pilot of SSI+CSS in the mean time?

1. checkout a copy of www pages using CVS
2. run script to use tidy to fix the xhtml
3. run script to parse xml and remove CMS elements (for example, those
weird DIVs)
4. run script to add SSI pointers to external CSS stylesheet, SSI
footer, header, menus.
