I just found a nice starting point for this discussion in our wiki:

It looks like it was an effort back in 2007. which included website
discussion, something that we would like to continue now.

If nobody objects, I would look around these pages and move things I
find relevant to  2010_Redesign page. There is no reason to start from
scratch.
