I dont think I agree with that statement, it might look out of place
because we are used to seeing it like that. But I have use this for
headers by itself and look quite approriate. Look at
http://education.openoffice.org under the title of the project for
example.

I am confused, on one side you want to keep changes to a minimum but
on the other side you acknowledge drastic changes are needed. So what
it's going to be?

The changes I bring are still considered minimum as there is just the
selection of taking out the blue background from the header. The
pantone could go untouched that way. Text in the upper right could be
just blacked as the rest of the text to increast contrastability.
