I've been wondering, too. Thanks for the issue reference: it linked to 
the Certification project,

which in turn led to issue 
http://qa.openoffice.org/issues/show_bug.cgi?id=89372
It makes a certain amount of sense, that certification would require 
gathering a wide array of information from the wiki--hence, the book 
being created by this user.
If in doubt, you might ask Sophie to take a look.
