[website-dev] issue tracker repeating update notifications

Greetings,

Is this the right place to report an issue with the issue tracker?
Please feel free to redirect me.

At 05:58 (Z-0400) this morning, I created issue 114668
<http://qa.openoffice.org/issues/show_bug.cgi?id=114668> and at 06:00
I attached a file.  The system has sent me two emails for creation of
the issue and three emails for the attachment.

The issue itself looks normal.  I do not know whether the "assigned
to" will also receive duplicate emails, and I cannot test to see
whether it happens again without creating annoying noise.

Any help or advice is welcome.
