Some weeks ago i announced ooo2dbk which is an external python tool + 
xslt to generate docbook files from OOo sxw file format.

It widely extends the no more supported ooo2sdbk from Eric Bellot and 
handles more and more metadatas
Moreover were are about to release a new version contaning an autopilot 
(wizard) helping on collecting metadatas and a complete template (both 
in french and english, ready to be translated). This should be available 
before the end of the week.

a lot more than stated in this page is actually available. I'll update 
it with the new release
It can handle images, sections, bibliography, glossary, various semantic 
  formating aso

I think it would be a good starting point to enhance it.
The next step for us is to handle OpenDocument format

OOo2dbk is free, licenced uinder LGPL
