Of course : Issuezilla : http://openoffice.org -> "My Pages" -> "Register", 
then when you receive a confirmation email, "Login" and "File an issue".

However I'm sure that this has already been requested several times, so...
If you are really interested in developing this, then have a look at the 
relevant issues and post a question to [email protected] (where the 
writer component developers should respond to you).
