COUNTBLANK function fault?

Hi,

In the attached, please have a look at cell J12 on the (first) 'Summary' sheet. 
It reads incorrectly (should be 33%). It works in MS Office and on the Mac.

Could it be that the cells being counted are populated with formulae?
