Pay for open office ?

I don;t know if it is legal or not,
But this website http://openoffice.softnl.com/ sells the openoffice,
You can download it for free, but if you want to install this you most pay
for it. total price is €4,50
Tis kind of msm things are soon illigale in the netherlands.
