Symbols question

When I "shift" and press the symbol ('), I get something that looks like two
dark lines (I can't recreate). I need to use the quote symbol for a document
I'm working on and it was ok earlier but something has changed.
Have you heard of this problem before?
I'm attaching the Open Office doc for your review... note problem in red
