When I looked at the document, I saw a vertical bar on both sides of the 
word "disability".  However, when I increased the magnification of the 
document, I saw left and right quotes.  The font listed was "Courier". 
I also saw the quote symbols when I reduced the mag to 90%, so I think 
it is just an artifact of the display.
