I am guessing that this in Calc.  Right click, select Format Cell.  In 
the pop-up under the Number tab, select Date.  Now under the Format 
column click the format that shows  199-12-31.  In the Format code box 
delete the first two "Y".  Click "OK" to save and close the pop-up.  The 
date format you need should now be shown in the cell.  Just remember 
that this formatting is only for display not how that the data is entered.
