Hi.
I'm not sure I fully understand your setup.
Can you write in Hebrew in other programs (for example, Windows Notepad or
your browser)?
If you setup your Windows XP to support writing Hebrew, you should already
have some basic fonts installed.
See this tutorial for adding a Hebrew keybaord layout to your Windows, so
you will be able to write Hebrew:

(You need to setup Windows to support right-to-left languages)

After you setup your Windows for Hebrew support, you will need to turn on
Hebrew support in OpenOffice:
Go to tools--options--languages and make sure that "enable CTL" option is
marked.

If you did all that and are still unable to write in Hebrew in OpenOffice,
please return here and tell us exactly the steps you are using to write
Hebrew.
