We fix specific bugs as people report them to 
http://bugzilla.openoffice.org.il.

The numbering and bullet features are not one single feature, but a 
complex of features. Your email does not indicate a specific problem with 
a specific document from a specific version of MS Office to or from a 
specific version of OOo. We don't have a general answer to your question. 
If you have a specific problem, please report it in bugzilla (not to me or 
to the list) and we will assign it a priority and you can track our 
progress fixing it.
