I'm not sure.


If you don't set OO_LOCALE, OOo uses the locale settings of the 
environment it runs in.

If you set OO_LOCALE to "he_IL.utf8", while you system locale is 
"en_US", for example, the startup does an "export LANG=he_IL.utf8" when 
you start up OOo, and then an "export LANG=en_US" when OOo exits.


Perhaps people who use an "en_US" system locale might have good reasons 
to want to leave it that way for the OOo process. Or maybe, it's 
irrelevant. I don't know.
