Do you mean the general version or the Hebrew version? I will assume you mean 
the general one, as openoffice.org.il does not seem to offer DEBs for 
versions newer than 2.0.4.

OpenOffice 2.3 is available in the debian "unstable" and "etch-backports" 
repositories. See e.g.

It is probable, though not sure, that you can use packages from etch-backports 
with a mostly-testing system. Trying to use packages from unstable will 
probably drag a lot of your system to unstable, which you wouldn't want. 
Mixing repositories which aren't meant to be mixed (like testing and 
etch-backports) can lead to problems and is not recommended.

Installing rpms with alien is probably your  worst option. As to the "release" 
(to testing), if you select the unstable version in the page linked above, 
you will get to http://packages.debian.org/sid/openoffice.org-writer, where 
you can find on the right hand side the Developer Information link. If you 
follow that, you will get to 
http://packages.qa.debian.org/o/openoffice.org.html, where you can follow the 
development of the OpenOffice package in Debian; in particular, you can see 
why 2.3 is not yet in testing (because a ton of dependent packages, mostly 
translations, and other "innocent victim" packages, are not yet ready: 
http://release.debian.org/migration/testing.pl?package=openoffice.org). 

If you really must have 2.3 in testing, I guess the safest way is to get the 
sources deb from sid and build it on your system. This way, your system will 
be naturally upgraded when the binary 2.3 packages become available.
