In my opinion, those are the correct locale settings for a speaker of U.S. English living in Israel. In general. But not for OOo. I found that, at least in previous versions, OOo got hopelessly confused with these settings. The only way to work was to use either both equal en_US - to get OOo with the English user interface - or both equal he_IL - to get the Hebrew user interface. So users who need your locale settings must create a special launcher for OOo apps that run OOo in a modified locale. Yuck. This gets trashed every time Debian updates anything. There was a thread about that problem on this list a while ago. Is this bug fixed now, at least partially?
