Hausa is a fascinating language and it definitely deserves to have its own OOo localization!
Christian, please tell your friend that he can either start a L10N project (http://l10n.openoffice.org) either a level 1 NL project, but we still would prefer a L10N project at first. He can also contact me/us directly.
