Yes. Customarily used by corporations to preserve secrets. The point
would be that StarOffice is a proprietary product manufactured for a
profit. To gain access to early marketing plans an NDA may be required.

(Again, the better solution from my pov is  to bring in the community in
defining the product. My larger agenda includes that as well as
providing a path for more developer contributions.)
