[native-lang] project_tools.html on staticized pages

A few hours ago, I adapted project_tools.html to show the left-hand  
menu in Norwegian at no.openoffice.org. This works nicely on all  
pages except for the two staticized pages (the front and download  
pages). Other changes to the static pages appear within minutes. Is  
it not possible to use a customized menu on static pages?
