[native-lang] merging translated messages without full compile

Hello,
I am translating OOo messages, in PO format. I think there is a way of
merging translated messages into my OOo without performing a full build.
Can anybody show me to a howto?
And there is no language number for farsi language in
http://l10n.openoffice.org/languages.html
How can I get one?
