[native-lang] updating the NLC projects page

Hi
I'm a little behind in updating the projects page for NLC, <http:// 
projects.openoffice.org/native-lang.html> but am getting to it now.

I've just added a couple but please review the page and let me know  
(preferably via http://www.openoffice.org/issues/show_bug.cgi? 
id=49417) if I have missed your project.

Also, and just as important, I am adding the markers for levels--1,  
2--as described in the NLC homepage, <http://native- 
lang.openoffice.org/>.  The division: level I is for only  
localization or support, not both; Level II is for both and then  
some.  Let's use <http://www.openoffice.org/issues/show_bug.cgi? 
id=49416>.
