I agree. I think that some explanations might be the single most 
important step. Some issues might just be impossibly difficult to solve, 
but not look difficult from the reporter's POV. Getting an honest 
description of how difficult or easy an issue is would help users have 
realistic expectations and reduce conflicts between developers and users.

I see a couple of issues where the developer added an explanation (e.g. 
SVG import). That was a positive step, and it's worth emulating.
