In fact the project is already in place and I think that both the 
mission statement and project summary are right, see :

The issue is that there is no more leads in this project since Duncan 
has resigned, see :

His proposal to collect material on CodeSnippet is a solution for 
macros, but not for addons or other tools that are provided by the 
community.
I'm really happy to see Laurent wanting to revival this very very old 
wish to have only one repository fot the work provided by the community 
concerning scripting.
Laurent, if I can be on any help, don't hesitate to ask me.
