Great. For legacy reasons it would probably be useful for locale 
confused people/organisations to have an environment variable they can 
set if they want to circumvent the default setting.

I am also in favor of adding a "Select decimal and thousands separator" 
prompt for paste special/import action.

My primary concern for Danish and all other locales affected is the 
default behavior.

The default behavior should always respect the locale setting. Period.
