Actually, that is not correct. en_US alike users would not be affected.

Actually, that is not correct either. Sun localised builds are also 
affected by the bug causing 1.000 = 1: de_DE (German), es_ES (Spanish), 
it_IT (Italian), pt_BR (Portuguese).

With a few adjustments the proposed temporary solution could be an 
acceptable permanent solution for (1) users in locales where 1.000 = 
1000, (2) for existing users that wants to circumvent the locale setting 
and force Calc to recognise pasted content as English number despite 
using a non en_US locale, (3) for users that already migrated from 
Quattro Pro and Excel and (4) for the many, many users that will be 
migrating from Quattro Pro and Excel when OOo 2.0 and SO 8 is out.

I have outlined my suggested adjustment in

What do you think about that compromise?
