Yes, they should be. You don't have to use them of course.

There is no easy way to localize these. While it is possible to use a
different Label for the boxes, no project uses the
translation-mechanism.
You'd have to create a helmBundle_<lang>.properties file

Yes. Since basically there is not really mechanism to localize them.

The only thing that I introduced to be replaced by the individual
projects is the project-tools box.

All other elements can however be hidden and replaced by custom stuff
using css.
