Well, what is early ?
There are various examples in which I did see primaliry specs and gave a 
reaction that more or less was picked up.
OTOH, you've te keep your eyes wide open not to miss anything...
When I first saw the (rather verbose) draft-specs for the new 
outline-numbering functionality, I had to think about the tough and 
lengthy discussion reg. File|PageSetup ehhh Pormat|Page ;-)
So short: I support the idea that this point should be kept under 
continues attention.
