Pure translating other language templates isnt always the best way, so 
you may end up with wasted time and templates that no one needs in your 
language.
At first it is better to investigate communications standards and 
traditions in your country, then select templates that are suitable for 
translating and/or adopting  and make a list of templates that must be 
created from scratch.
It may also be true, that you can find suitable templates for adopting 
from other NL projects.
