Well, if you mean to distribute QA'd builds, then just ask to have them
distributed on the main mirror-networt and the torrents will be
autogenerated and available from
http://distribution.openoffice.org/p2p/index.html

To have them on the main-mirror network, file an issue with
* where to get the builds
* md5sum for the builds

If you have other stuff in mind that are not distributed using the
regular mirros, then instead of a tracker, you would need a seed that
uploads the files to the seeds (Hosting the torrent itself on the OOo
trackers is no problem)

I suggest to use rtorrent, since that needs very few resources, is
very configurable, provides the possibility to watch a directory for
new/deleted torrents, has a good command-line-user-interface.
