In what source? OOo-Source? - no ... I don't think we nee to change OOo 
source for that.
I rather think about extensions and localized names for template 
categoies can be easily defined within the extension package.

All we need is a common understanding about the categories we like to 
use. The ceathegories defined in OOo source code would be a starting 
point ... but otheres might be added wthout changing the code.
