thank you for your email. It depends exactly what you would like to do
with "this website". Native-Language projects have two levels. One is
intended for teams who would like to use this facility but localization
can be done entirely without a native-language project. The second
level is the one where you build a community, support users in their
own language, translate some documentation, do local marketing, etc.

Does this meet your needs? Again, you don't have to open a
native-language project for a localization only.
