[native-lang] Request to close one project

Hello,

the tet project (http://tet.openoffice.org)'s lead has asked us to
close down the project, as it has never actually started and has been
inactive since its inception years ago.
I have accepted to "close" it although the actual action and its
deletion will be done by Louis (presumably) as it falls under the
umbrella of the website and homepage.
