Yes, there seems to be some problem with either the OSUOSL site or with the resolution of the <http://extensions.services.openoffice.org/> URL. There was a problem like this in July and the issue was with services running at OSUOSL, the Open Source Laboratory at Oregon State University, where extensions and templates are hosted. There's been no word so far on what is going on this time.
