The Apache list is a new list, not a migration of any existing list. How it works with GMANE is however adding any lists that you read under GMANE works (i.e., subscribing via NNTP). If you subscribe to ooo-users@ incubator.apache.org directly, you will need to go through an e-mail verification ceremony.
