I've just got around to doing a bit more digging into this issue, and found it reported in Bugzilla Issue 117094: https://issues.apache.org/ooo/show_bug.cgi?id=117094 In case anyone else is having the same problem, there is a workaround suggested there - click "Add an attachment" and enter your comment there. You also have to attach a file, but I just created a short dummy text file and attached that.
