No - a crash *might* be a P1 bug, but it doesn't *automatically* qualify: http://www.openoffice.org/scdocs/ddIssues_EnterModify.html#priority (and as a side note: "P2 marks severe problems which affect a significant number of customers" With this definition, the issue in question might not even qualify as P2 - otherwise, more of those "significant number of customers" would have complained in all those months the bug exists.)
