Well either OpenERP and OTRS uses a web service approach both uses RPC, and OTRS also offers the Generic Interface, currently Generic Interface provides operations to remotely Create, Update, Get and Search for Tickets in OTRS.

So if the integration is one way from OpenERP => OTRS it should be easy, if it is 2 way sync or OTRS => OpenERP it is a little more complicated since you will need to create Invokers that will trigger on OTRS events like TicketCreate, to replicate the ticket to OpenERP.

Also you can always request a quotation from OTRS sales department in order to let OTRS create the connector for you.
