Questions about updating translations.

Hi lists,

I have a general questions about updating translation. 

On OTRS4, new translation data has defined in "otrs.<lang>.po" located at "/opt/otrs/i18n/otrs". 
But, traditional files (/opt/otrs/Kernel/Language/<lang>[_*].pm) are also active. Because modifying them works well. 

So, I have 3 questions. 

Q1)
Which file do I modify and/or update?
"*.po"? "*.pm"? Both of them, Or not care?

Q2)
When found rack of elements for, may I add it with personal judgement?

Q3)
On additional module, which file do I modify?
Choices are same as Q1. 


Please let me know.
