We are currently working on a newer version of our developer manual, 
which will among other things provide information on localisation too. 
The current state of work can be found here:

See chapter 10 (Language Translations) for information how it works.

I'd would be great to have OTRS localiced for Polish users, so if you 
like we could integrate the translated language template into the 
official OTRS source tree. Please don't hesitate to contact me or the 
i18n list if you have any more questions.
