There is an actual and updated Russian language file in bugzilla:

I'll integrate it in cvs branch for 2.0 and cvs head soon, so hopefully 
the Russian localisation for the interface is up to date :). Use can use 
this file with OTRS 2.x, just download the attachment and replace the 
existing ru.pm file with the new one. If you use this file and recognize 
errors, just update the file and submit it again into bugzilla :).

Russian documentation isn't planed yet :(.
