yes. There is already a bug report. And it's already fixed (in next  
upcoming OTRS 2.2.5 ~Jan08).

It's a problem in CPANs MIME::Words module. Anyway, as workaround you  
can update Kernel/cpan-lib/MIME/Words.pm from CVS to v1.6.
