Absolutely. They are strings that are no longer present in OTRS, but
still have been translated in the past. If you remove them from the
translation file and run the script again, they will not be placed back.
The sentence "do not translate" is there, to let you know that you no
longer have to work on these strings, improve them in any way or so,
because they're no longer in use.
