Norwegian translation of ITSM 3.0.2

All,

I think I have managed to translate ITSM 3.0.2 to Norwegian. Please find the result attached in a zip. This was mostly easy (after finding an ITIL dictionary translating the terminology to Norwegian), but I got to say that it felt a bit redundant to have so many of the strings from the OTRS core inside nb_NO_ITSMChangeManagement.pm. As this file is loaded AFTER nb_NO.pm, the effect is that many translation phrases are removed from the GUI. I did A LOT of copy-pasting to transfer the already translated strings to nb_NO_ITSMChangeManagement.pm.

Another comment is that it REALLY should be done something to the free text phrases inside OTRS. There are about 3-400 strings of type "{'Defines the default selection of the free key field number ## for XXX (if more than one option is provided).'}", where ## are numbers from 1 to 50 and XXX is "changes|tickets|articles|workorders". Instead, it would do with just a few of type "{'Defines the default selection of the free key field number %s for %s (if more than one option is provided).'}". Just a suggestion to reduce our workload a whole lot. I have translated some of them, but not all by far... ;)

I can see that it could be nice to use another language terminology inside ITSM installations (perhaps changing 'Agent' to a more ITIL-ish term and so on), and that this could justify the need for redundant phrases in the language files. For now, at least, I think I have secured most of the GUI visible to agents and customers.
