Estonian translation

Hi,

I have started translation efforts for OTRS 3.1 into Estonian language. I
see that it has been translated at least partially some time ago but it
seems that there is no ongoing work on that. Even our current translation
is a major improvement over existing one but it is certainly improving in
near future so there is no point in posting it right now.

So if there is anybody willing and able to participate in these efforts
please let me know so that we could coordinate our work in terminology and
maybe technology as well.
