Did you apply it to revision 1.136 ? I've tested patched on that version 
locally, it applies cleanly.

OK, attached translated version of ru.pm for OTRS 3.1.6.

Unfortunatelly, I have no time for this. I was given about 1 week of work 
time to translate for version currently used in production in our company. 
May be I'll be given more time when our admins will upgrade to OTRS 3.2 :)
