Can you set a static pending time?

Hello List,
is it possible to set a static pending time? I would like to have
09:00 p.m. by default.
(i dont want to set an PendingTimeDiff).

If its not possible, could someone point me to the piece of code where
i can set it manually?
I wasn´t able to find it.

(AgentTicketPending.tt inlcudes AgentTicketActionCommon.tt but i am
stuck from here)
