For some reason, you seem to get a '?' as a fallback for '•', although it should be '.'.  I don't see what can cause this.

Do you happen to have the GNU coreutils installed?  If you do, what do you get when you run these?

$ printf "\u2022\n"
•
$ LC_ALL=C printf "\u2022\n"
\u2022

where printf should be the one from the coreutils.

$ printf --version
printf (GNU coreutils) 8.32
